The main core of the Cell processor is the PPE (the "Power Processing Element"). It's a PowerPC-based core which runs standard PPC code. It runs two threads at a time, so calling it a dual-core is not only misleading, it's flat-out wrong (hence, calling Cell a 9-core chip is also wrong, unless you're counting the unused SPE).
The SPEs, of which there are 8 physical, one of which is disabled, are basically advanced vector units. They do a lot of processing, but these aren't standalone cores; they're essentially the bridge between a CPU-like core and a SIMD (GPU-like) unit. So it's not really appropriate to call these "cores," either, because they don't really do the same job as a CPU core.
The PPE is the basis for the tri-core Xbox 360 CPU design. So the 360 has three times the cores of the PS3, but doesn't have any of the SPEs, which is where the Cell magic, and notorious difficulty, comes from.
